MICHELLE MARSHALL
Michelle Marshall serves as the General Manager of Advancia Technologies, where she provides strategic and operational leadership for the company’s federal contracting portfolio and growth initiatives.
With extensive experience in federal facilities support, operations, workforce management, and contract performance, Michelle leads multidisciplinary teams supporting government customers across a range of mission-critical services. Her leadership experience includes overseeing large-scale contracts, managing union and non-union workforces, developing operational strategies, and ensuring consistent delivery of high-quality services in complex federal environments.
As a leader, Michelle is committed to building stronger relationships, developing high-performing teams, and creating sustainable opportunities for growth. She brings a practical, solutions-focused approach to engagement, with a strong emphasis on accountability, collaboration, quality, and customer satisfaction.

Toni Finnigan
DIRECTOR OF OPERATIONS
Toni Finnigan serves as Director of Operations at Advancia Technologies, bringing more than 20 years of experience in government contracting and a broad background in operations, strategic planning, financial management, business development, and regulatory compliance. In her role, Toni leads the development and execution of operational strategies, budgets, and business pipelines while overseeing initiatives that support Advancia's continued growth and long-term success.
Throughout her career, Toni has worked across a diverse range of federal contracting environments, supporting professional services, construction, and environmental remediation programs for Defense and Civilian Agencies. She brings a strategic, analytical, and collaborative approach to identifying opportunities, improving
organizational processes, developing partnerships, and aligning operational performance with corporate objectives.
Toni holds Bachelor of Business Administration degrees in Management and Marketing from the University of Alaska, Anchorage.

KJERSTI PARKER
Kjersti Parker is Director of Professional Services at Advancia Technologies, LLC where she leads the delivery and day-to-day management of multiple federal service contracts, supporting government agencies. Her work includes program and project management, contract execution, staffing, budgeting, subcontractor coordination, client relationship management, operational planning, and capture management for new business opportunities.
Since beginning her federal contracting career in 2008, Kjersti has progressed through a variety of leadership roles supporting operations, office management, SBA 8(a) program administration, and project management. That extensive experience has provided her with a broad understanding of government contracting and operational and strategic functions that contribute to successful contract and company performance. She is recognized for her practical, collaborative leadership style with a strong focus on contract performance and client satisfaction.

David walker
PROGRAM MANAGER
David Walker is a Program Manager with Advancia Technologies and serves as a Contract Manager for several contracts within Potawatomi Ventures Federal Group of companies. He has also supported multiple joint ventures, including Advancia-UBT, Agile (Advancia-DeVal), PDO-Vision, and Kijik-Advancia JV. David began working with the organization as a consultant in 2017 and joined as an employee in 2018, bringing extensive experience in program and contract management to support complex government requirements.
A retired U.S. Army officer and combat veteran, David served his military career as an Army Aviator and Medical Logistician, with the majority of his career spent in aviation flying the UH-1 Huey, UH-60 Black Hawk, and C-12 aircraft. His military experience provides a strong foundation for his current work supporting the Army National Guard, Air National Guard, and Naval Air Systems Command (NAVAIR). David’s expertise spans Aerospace Ground Equipment (AGE), Transient Alert, Airfield Management, Airspace Management, fuel distribution, dispatch and transportation, and the manufacture of ground support equipment. He brings an operator’s perspective to program and contract management, with a focus on understanding customer requirements, effective contract execution, and reliable mission support.
